Is COD 4 Modern Warfare 1 still worth getting for $20? Are there alot of hacked lobbys?

I sold Black Ops because it because ridculous boring. In MW2 I saw more grenades (noob tubes) than bullets. I hear COD4 is better, however, I've never played it. Any suggestions?
