Did the ump do the right thing?

ok i was at my brothers game yesterday and there was a play at the plate. the catcher missed the tag and the umpire made the safe call. but then as the kid was walking to the dugout, the catcher tagged him and the ump called him out and said that his foot never touched the plate. why would he make the safe signal?
