Was this a stupid thing for the umpire to do?

my brother is 7 and he plays coaches pitch baseball. one kid on his team looked like he tagged a runner and the ump called him out. the kid was walking back to the dugout but the kid on my brothers team admitted that he didnt tag him. the ump then let the kid go back to second. shouldnt it just have been one call?
